Key policies and decision making structures

The National Economic and Social Council (NESC)

NESC was established in 1973. The function of the Council is to analyse and report to the Taoiseach on strategic issues relating to the efficient development of the economy and the achievement of social justice and the development of a strategic framework for the conduct of relations and negotiation of agreements between the government and the social partners.

The Council is chaired by the Secretary General of the Department of the Taoiseach and contains representatives of trade unions, employers, farmers' organisations, NGOs, key government departments and independent experts.

The National Economic and Social Forum (NESF)

NESF is a government-appointed social partnership body that provides advice on economic and social policies, especially those that seek to achieve greater equality and social inclusion in our society. It is the largest and most representative of the partnership bodies.

In the renewed mandate given to it recently by the Government, the NESF has been asked to focus on examining ways to improve the implementation of policies on the ground. Through its diverse membership and experience of policy processes across institutional and departmental boundaries, the NESF is well positioned to identify public sector innovations and reforms so that public services can better meet individual needs in the future.

National Action Plan for Social Inclusion 2007-2016

The National Action Plan for Social Inclusion (NAPinclusion), complemented by the social inclusion elements of the National Development Plan 2007-2013: Transforming Ireland - A Better Quality of Life for All, sets out how the social inclusion strategy will be achieved over the period 2007-2016.

National Development (2007-2013) Transforming Ireland - A Better Quality of Life for all

The National Development Plan (2007-2013) Transforming Ireland - A Better Quality of Life for All sets out the roadmap to Ireland's future. Within the next seven years, it states that our economy and our society will undergo a transformation almost as radical as the changes we have experienced in the past decade of growth and development.

That transformation will be driven largely by the continuing increase in our population, projected to reach over five million people by 2021. The priorities and approach set out in the Plan are consistent with the ten year social partnership framework agreement - Towards 2016.

Over the next seven years, the National Development Plan 2007-2013 proposes investment of some €184 billion in our economic and social infrastructure, the enterprise, science and agriculture sectors, the education, training and skills base of our people, environmental services and in the social fabric of our society that, within a strong and vibrant economy geared to meet the challenges of the future, will deliver a better quality of life for all.

The five Investment Priorities of the Plan are:

€ Billion Investment
